I have several but I am doubtful that they are current.

Try contacting Him through the news group rec.arts.sf.tv.babylon5.moderated and start the subject with ATTN JMS:.
If he wants you to have his e-mail addy he'll give it to you.

Keep in mind that JMS gets HUNDREDS of e-mails in his personal account, and many of them are ignored.

The best idea is to post to Usenet first.

No, the ST newsgroups are fun. I got bored one time and spent about two weeks making them scramble for reasons not to have fighters in their battles. I mean, given the power of their misnamed photon torpedo, something the size of a shuttle packed full of impulse drive and manuvering thrusters instead of slow warp engines and life support would be far more powerful than it has any right to be. Just sling three torpedos under it, accelerate to .75c towards the enemy, and release. Boom. Took them about two weeks to give up. Real fun.

Well, it's the government of the Universe. At least, that's what it says at the FAQ at the 'ask Him' section of heaven.gov
